Article 4. The main goals, objectives and principles of this Law are the Law on Narcotic Drugs, Psychotropic Substances, Their Analogues and Precursors and Measures to Counteract their Illicit Trafficking and Abuse
1. The main objectives of this Law are to protect the health of citizens, ensure public safety in the sphere of trafficking in narcotic drugs, psychotropic substances, their analogues, precursors, and organize counteraction to their illicit trafficking and abuse.
2. The objectives of this Law are achieved by solving the following main tasks::
1) state control over the turnover of narcotic drugs, psychotropic substances, their analogues and precursors;
2) state regulation of the turnover of narcotic drugs, psychotropic substances, their analogues, precursors and countering their illicit trafficking and abuse;
3) licensing of activities in the sphere of trafficking in narcotic drugs, psychotropic substances and precursors;
4) interdepartmental and intradepartmental coordination of the activities of state and other bodies;
5) comprehensive solutions to the tasks of organizing and conducting work aimed at suppressing illicit trafficking in narcotic drugs, psychotropic substances, their analogues, precursors and their abuse;
6) ensuring the prevention of non-medical use of narcotic drugs, psychotropic substances, their analogues and related offenses;
7) expanding the social base for the prevention of non-medical use of narcotic drugs, psychotropic substances, their analogues and related offenses, including through the voluntary involvement of public, religious, international and other organizations and citizens;
8) strengthening international cooperation in the field of State control over the trafficking of narcotic drugs, psychotropic substances, their analogues and precursors, countering their illicit trafficking and abuse.
3. This Law is based on the following basic principles:
1) ensuring the protection of human and civil rights, freedoms and legitimate interests, and the priority of protecting life and health;
2) compliance with the rule of law;
3) the inevitability of punishment for violations of the legislation of the Republic of Kazakhstan on narcotic drugs, psychotropic substances and their analogues, precursors and measures to counteract their illicit trafficking and abuse;
4) prohibition of propaganda and restrictions on advertising in the sphere of trafficking in narcotic drugs, psychotropic substances, their analogues and precursors.
The Law of the Republic of Kazakhstan dated July 10, 1998 No. 279.
This Law regulates the legal basis of state policy in the sphere of trafficking in narcotic drugs, psychotropic substances, their analogues and precursors and establishes measures to counteract their illicit trafficking in order to provide drug treatment and protect the health of citizens, public and state security.
